Years ago, Unión de Tula started out as barren land held by the Mexican government. The land was fertile and the hills had water. From the ground came crops. From the crops came livestock and eventually the people to manage the farms and ranches. The population grew alongside the crops. A village was soon born and with it came streets.

Unión de Tula today is still primarily an agrarian town which has many city like features such as street lights and telephone poles.

Most of the suburbs primarily consist of partially constructed homes made of adobe and brick. There are two streets made of asphalt running through the town. Most of the roads are still graded and made of stone.

Unión de Tula has a small municipal government with a mayor (presidente), staff, library, schools, a police department and even has its own jail. This local democracy is needed in order to manage a population of over 20,000 people as well as farmland which stretches for miles around the town.
